Conducting Research Study on Planning Process for Convergent ‘Annual Action Plan & Labour Budgeting-2017- 18’ preparation under Mahatma Gandhi NREGA in Rajasthan


Mahatma Gandhi NREGA (MGNREGA) by Ministry of Rural Development (MoRD) is a demand driven public wage employment programme whenever and wherever there is a demand for upto 100 days of work by a family. GIZ is implementing a joint bilateral project “Environmental benefits of MGNREGA” with MoRD in 3 states; Andhra Pradesh, Chhattisgarh & Rajasthan.

In order to take up works that lead to higher environmental and social benefits, a good participatory Annual Planning process and a pragmatic Labour Budget are keys essentials. In order to assess and learn from the various MGNREGS planning approaches underway in Rajasthan, it has been decided by Govt. of Rajasthan to undertake a research study, with support from GIZ, for MoRD..

For this Study, GIZ proposes to engage an appropriate agency to undertake following:

  • Document different planning processes in Rajasthan that undertake convergent ‘Annual Action Plan & Labour Budgeting’ preparation under Mahatma Gandhi NREGA ‘
  • Document emergent best practices in each step of planning processes of the selected case studies, the challenges and identify successful elements for mainstreaming
  • Based on these, recommend a Model Planning process for convergent planning under Mahatma Gandhi NREGA for Rajasthan
  • Propose an Action Plan for upscaling the Model Planning Process in the state, and nationally, also proposing the capacity development and other enabling supports needed to do so.
