German Technical Cooperation TENDER NOTICE
for
Capacity Building Support to Afghanistan Renewable Energy Union (AREU)

The Ministry of Energy and Water (MEW), Government of Afghanistan has entered into a technical cooperation agreement with the German Federal Ministry of Cooperation and Development (BMZ) for implementing the Institutional Development for Energy in Afghanistan (IDEA) project. BMZ has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to jointly implement the Project with the MEW.

The Afghan-German Cooperation Programme IDEA is working with MEW to support and strengthen the implementation of policies and strategies in the Energy Sector (Component A), to foster and develop the inter institutional cooperation mechanisms on national and provincial levels (Component B), to amplify the knowledge about renewable Energies and energy efficiency and to develop business models for operation of small and off grid power schemes as well as to contribute to vocational training for Operation and Management of them (Component C) and to develop private sector involvement and investment into the Afghan energy sector (Component D).

The focus of the IDEA program is on institutional capacity development for public institutions and private sector companies and organizations.

The overall objective of this consultancy is to enable AREU so that it can provide relevant information to the private power companies regarding policy framework and approval processes. The consultant will develop a Five Year Strategy for AREU. Capacity Building support for AREU will include development of skills for analysis of data of the energy sector for Client’s use, PV Projects design and event management, and latest knowledge on PV project management methodologies/mechanisms. The consultant will also recommend tax concessions for RE power projects including Custom Duty concessions for advocacy by AERU with the Government of Afghanistan.

The scope of the consultancy contract includes:

  • Set up an Information Desk in AREU.
  • Develop a Five Year Strategy for AREU.
  • Capacity Building of AREU Staff.
  • Study existing tax provisions for power projects in Afghanistan and recommend tax concessions for private sector.
