Engaging an Implementation Partner For Piloting Clean Cooking Energy Access Programme in Sundarban of West Bengal

The Access to Energy Programme under the Indo-German Energy Programme (IGEN-Access)
is a bilateral technical co-operation measure between the Federal Ministry for Economic Co-
operation and Development (BMZ), Germany and the Ministry of New and Renewable Energy
(MNRE), Government of India. The project aims at improving the sector environment for
inclusive rural energy enterprises. The IGEN-Access project is currently being implemented in
four states of Uttarakhand, Uttar Pradesh, Bihar, West Bengal and North Eastern states. The
programme will be implemented over a period of three years (March 2015 – March 2019). BMZ
has commissioned GIZ with the implementation of the project. GIZ is a federal enterprise based
in Eschborn and Bonn, Germany.
GIZ under the IGEN-Access programme, India plans to support the Panchayat and Rural
Development Department (P&RD) of Government of West Bengal to pilot a clean cooking
energy access program in Sundarban region of West Bengal. Focus will be placed on market
based approach, so as to develop a methodology to create up-scaled rural livelihood
opportunity. For this, GIZ proposes to engage a local implementation partner in order to support
local community and P&RD to achieve the following objectives:
- A detailed analysis of demand and market for clean cooking energy solutions in the
selected geographies of Sundarbans
- Awareness and demand generation on clean cooking energy solutions
- Capacity development of six (06) Sanghas (i.e. SHG federations) for sales and
service of clean cooking solutions
- Knowledge consolidation /exchange to facilitate scale-up program design
