FOR
Development and Operationalization of M&E framework for the Energy Division
of MEW, Kabul, Afghanistan

The Ministry of Energy and Water (MEW), Government of Afghanistan has entered into a
technical cooperation agreement with the German Federal Ministry of Cooperation and
Development (BMZ) for the implementing the project 'Institutional Development For Energy in
Afghanistan' (IDEA). The BMZ has commissioned the Deutsche Gesellschaft für Internationale
Zusammenarbeit {GIZ} GmbH to jointly implement the Project with the MEW,
The overall objective of this consultancy is to support the Energy Deputy Ministry at MEW on the
establishment and operationalization of a structured Monitoring & Evaluation system and provision
of the required capacity building measures to Energy Directorates in the area of M&E,

The scope primarily includes:

- Design of a comprehensive M&f System for the Energy Division of MEW
- Support to establishment of M&E system Energy Division of MEW
- Roll-Out the M&E system/framework
- Institutionalization of M&E system.
