Background:
Municipal Solid Waste is identified as a priority sector in Indian Nationally Determined Contributions(NDCs). Government of India (GoI) has also prioritized effective municipal solid waste (MSW) management on the national level with flagship programme of Swachh Bharat Mission (SBM). To support and compliment these national commitments the NAMA Facility(NF), a joint climate protection programme for Nationally Appropriate Mitigation Action (NAMA) of the German Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety, the UK Department for Business, Energy and Industrial Strategy, the European Commission and the Danish Ministry of Energy, Utilities and Climate, has commissioned a Detailed Preparation Phase (DPP) of NAMA Support Project (NSP) titled ‘Waste Solutions for a Circular Economy in India’ under its 5th Call for NAMA Support Project Outlines to be implemented by GIZ along with other partners.
The NSP is proposed to be implemented in 7 lighthouse cities focusing on integrated solid waste management starting from source segregation to processing of various waste components. DPP which is planned for 12 months will have two phases of 6 months each. In the first phase present level of SWM management in 7 cities will be described. The barriers for these cities will be verified and specific solutions (i.e SWM projects, actions, business models) to address them will be elaborated. A detailed design of financing mechanism is also expected to be completed in first phase.
Objective:
The overall objective of this assignment is to bring out, for the 7 cities, detailed and comprehensive baseline of present levels of SWM, verification of barriers to SWM and how they will be addressed, define in detail individual solutions (projects/actions and business model) to be included in the NSP and develop detailed design of grant scheme mechanism.
