MNRE has recently announced the Phase-II of the grid connected solar rooftop PV scheme where the subsidy is available only for the domestic category consumers and the beneficiaries will be given subsidy of 40% up to 3KW and subsidy of 20% for system of 3 to 10 KW. The guidelines for implementation of the scheme are under preparation and will be announced very soon.

Quote from the budget announcement speech “The benefit of solar rooftop scheme has been availed by 50 thousand people till date. Under this scheme, people can install solar panels on the roof of their houses and after using the solar power generated in this way, supply the surplus power to the power grid. I am glad to inform this August House that I announce a new solar roof-top scheme this year, whereby 2 lakh families will be covered during the year. Under this scheme, beneficiaries will be given subsidy of 40% up to 3KW and subsidy of 20% for system of 3 to 10 KW. Provision of `1000 cr for this scheme has been made during the current year.” Both these schemes as discussed above shall be implemented through GUVNL, DGVCL, MGVCL, PGVCL, UGVCL and both Discoms operated by Torrent Power. PGVCL under the guidance of GUVNL has floated a tender for 600MW RTPV installations in the State of Gujarat by March 2020.

In order to make the process of interconnection more efficient and effective, several measures are required to be taken. Along with capacity building of the field level staff of the licensee, it is also important to support the entire process through information and technology.

German Development Cooperation (GIZ) in partnership with Ministry of New and Renewable Energy (MNRE) is implementing Indo-German Solar partnership project (IGSP). Under this ToR GIZ aims to develop, implement and maintain an IT tool for implementation of the schemes announced by MNRE and the Government of Gujarat.:

• Replace the lengthy and cumbersome physical procedure with an efficient, effective and online procedure for State Nodal Agency for undertaking the following steps
  • interconnection with distribution network
  • availing subsidy from the State Government and
  • to take any other approval/ clearance
• Train / educate the staff of the distribution licensee(s) to support the implementation of rooftop solar systems in their area
