In 2005, Government of India passed the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which started an employment generation scheme in rural India with an annual budget of around INR 61000 Crore for year 2017-18. The objective of the Act is to ensure livelihood security of people in rural areas by guaranteeing at least 100 days of wage employment per year to approx. 50 million rural households whose adult members willing to do unskilled manual labour. One of the core objectives is to enhance sustainable rural livelihood through rejuvenation of the natural resource base (soil, water, vegetation) and creation of respective productive assets of prescribed quality and durability.

In April 2013, GIZ and MoRD commissioned a five year joint project “Environmental benefits through Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA-EB). The objective of MGNREGA Project is “Gram Panchayat in the selected State implement MGNREGA works with high quality taking environmental aspects into consideration.” GIZ and MoRD jointly committed to this objective.

The Project is being carried across 3 States; Andhra Pradesh, Chhattisgarh and Rajasthan. GIZ is working in two pilot blocks of Chhattisgarh namely Kurud in Dhamtari District and Dongargarh in Rajnandgaon district.

The key objectives of the proposed assignment are:

1. Assess the feasibility of Mate School and understanding it in the arena of NSDC framework. Preparing the overall framework and streamline the same at State and dialogue at National level.
2. Conducting a feasibility assessment for suggesting various livelihood interventions along the DLT model undertaken in project villages
3. Assess the potential works under Command Area Development (CAD) of Mahanadi in Participatory Irrigation Management (PIM) approach for implementation in the project villages and suggest the potential of the same at State level.
4. To scope out the NRM livelihoods models based on works completed / ongoing in the state of Chhattisgarh under MGNREGA and propose the top ten such models
5. To support GIZ to propagate the GIS process of INRM planning under MGNREGA in the state and the MGNREGA technical officers to develop GIS assisted INRM plans
