Terms of Reference for Scoping study for agriculture-energy nexus in rural areas of Delhi


The Access to Energy Programme under the Indo-German Energy Programme (IGEN-Access) is a bilateral technical co-operation measure between the Federal Ministry for Economic Co- operation and Development (BMZ), Germany and the Ministry of New and Renewable Energy (MNRE), Government of India. The project aims at improving the sector environment for inclusive rural energy enterprises. The IGEN-Access project is currently being implemented in four states of Uttarakhand, Uttar Pradesh, Bihar, West Bengal and North Eastern states. The programme will be implemented over a period of three years (March 2015 – March 2019). BMZ has commissioned GIZ with the implementation of the project. GIZ is a federal enterprise based in Eschborn and Bonn, Germany.


GIZ under the IGEN-Access programme, India plans to support the Delhi Government by scoping out opportunities for agriculture-energy nexus in rural areas of the state. The intended medium to long term impact of the study is to increase income and livelihood opportunities for farmers by enhancing renewable energy applications.


For this, GIZ proposes to engage a firm of consultants or consortiums to produce a scoping study covering the following aspects broadly:

  1. Existing and projected potential application of renewable energy for value addition and livelihood generation
  2. Opportunities for enhancing income/livelihood from agricultural and allied activities through renewable energy applications and profitable market linkages
  3. Recommendations on concrete actions (with identified geographies) which can be adopted for achieving the intended impact.
