TENDER NOTICE
FOR
Preparing District Spatial and Land Use Plan for District of Ganjam in Odisha.

|
Under the Indo German Bilateral Development Cooperation, the focal areas currently are:
|
- Energy;
- Environment and Management of Natural Resources; and
- Sustainable Urban Development
|
|
GIZ is providing technical cooperation under the “Land Use Planning and Management
(LUPM)” project to the identified partner departments at central, state, district and local
levels, on various identified demonstration areas in the State of Odisha. The details of the
project are laid down in the agreement between GIZ and DoLR at national level and a Note
of Cooperation between GIZ and State partners Department of Revenue and Disaster
Management and Directorate of Town Planning, Housing and Urban Development.

The project aims to develop the following outputs (Refer ToR for details) for Odisha:
|
- Land use policy at state level;
- Norms at district level and linking with hierarchy;
- Development of spatial and land use plan for demonstration areas
- Human capacity development for integrated land use planning
- Organizational development through forums.

|
For preparing the district spatial and land use plan (A part of Demonstration area plan), GIZ proposes to engage an appropriate agency to undertake following:
|
- Baseline documentation, analysis and gap findings with stakeholder dialogues and expert dialogues,
- Prepare district vision document linking to state vision
- Detailing out solutions as alternatives plan options working closely with all
stakeholders (Referring to GIZ stakeholder analysis and applying GIZ Norms and
policies.)
- Giving feedback to norms and policies work packages from understanding of the district spatial and land use planning process.
- Applying modification results of GIZ norms and State policies in district spatial and
land use plans for revisions and finalising through participatory process (including underprivileged and women).
- Develop a replicable and up scalable project
- Documentation of the whole process.
