Under the Indo German Bilateral Development Cooperation, the focal areas currently are:

• Energy;
• Environment and Management of Natural Resources; and
• Sustainable Urban Development

GIZ is providing technical cooperation under the “Land Use Planning and Management (LUPM)” project to the identified partner departments at central, state, district and local level. Details of the project are laid down in the agreement between GIZ and DoLR at national level and a Note of Cooperation between GIZ and State partners of Planning and Special Initiatives Department and Housing and Urban Development Department, Government of Tamil Nadu.

As one of the work packages, the project aims to develop education and training programmes for integrated spatial and land use planning that focus on urban and regional planning and management, environmental planning, land resource management and procedures for participation. The objective of this assignment is

1. to train selected officials and staff of selected planning authorities in the states of Odisha and Tamil Nadu in a pilot training,
2. to train and capacitate state trainers to impart trainings on Land Use Planning in the future, and
3. to develop a training hand book for Land Use Planning based on experiences of the training.
