Context: Sensitization initiatives on the conservation of Lake Victoria Waters by LVEMP, NBI-MGP and IFMP managed to establish a total of 511 Beach Management Units (BMUs) around the Tanzania portion of Lake Victoria. BMUs are critical in Beach conservation because (i) They conduct surveillance against fishermen who use poison for fishing and/or banned fishnets (ii) They enforce observance of regulations for sanitation such as requiring fishermen to have toilets in their fishing camps instead of defecating in Lake Waters (iii) Guard against water pollution from land or marine sources. Almost all these BMUs are very weak. They lack leadership competency and are not well versed with legislation frameworks such as EMA and Fisheries Act, which provides mandate for their operations. Under this project, training will be provided to local Government functionaries specifically ward and village leaders to familiarize on the work of BMUs and the roles they are expected to play in the implementation of legislations that govern fishing and beach management areas. Training will be conducted for BMU leaders to strengthen their technical and management capacity. Project objective: To build capacity of leaders of Beach Management Units and Local Government Authorities in proper implementation of legislations that governs fishing and Beach Management Operations with the view to strengthening conservation of Lake Victoria Waters. About the proponent: East Africa Communities Organization for Management of Lake Victoria Resources, Tanzania Chapter (ECOVIC-Tanzania) was registered as a local NGO in year 2000. It is an affiliate of ECOVIC EA. ECOVIC Tanzania has a total of 178 institutional members such as NGOs, CBOs and Cooperative societies. It also accepts individual members. Its main thrust is to support local fishermen engage in sustainable fishing practices and maintain clean beaches. Implementation strategy: Out of 83 pilot beaches in 5 districts, select 10 beaches, 2 in each district for piloting Conduct two workshops on understanding and overseeing implementation of fishing and beach Management legislations. The first workshop will involve Local Government functionaries (WEO, VEO, Village Chair, Counsellor, Ward and Village Militia Commanders). The second workshop which will be more technical involving leaders of Beach Management Units. Organize regular beach cleaning campaigns
