Kraing Serey CF has conducted an VRA on 16th September 2011 with 60 participants, 27 women. According to the VRA findings, Kraing Serey has been suffering from drought and irregular rainfall pattern more frequently from 1980s.This is a major challenge for the community as they have insufficient water for their crops and for domestic consumption and sanitation, and for livestock farming. This in turn presents a constraint in their families such as food shortage, diseases, and lack of hygiene, particularly young children, women, and elders. The other challenge is that 24% of the population are widows who have to travel far to fetch water during the night. To respond to the challenge, the CF committee, seniors, villager leader and the villagers propose a project on Development of water supply and promotion of livelihood of CF in Kraing Serey (WSSDLI) and submitted to Kirivoan commune three consecutive years since 2009 for consideration on funding for development of a reservoir to provide water in the dry season. However, there have been too many priorities the commune has to take on board, and as a result the project had never been selected for funding. The project consists of 3 major components: 1) building of a reservoir 90m x 60m x 4 m, and a dike built at one side of the reservoir to hold water for community use in irrigation, home gardening and livestock, as a means to promote livelihood. The water will also be essential for use in an eventual forest fire and for wildlife; 2) installation of a pipe to carry water from the reservoir to the village, totally 1,600m, for connection to 64 households. A sub-committee for water management will be established with by-law and recognition from local authority to govern and lead the management and maintenance of the reservoir for its sustainable use; 3) capacity strengthening of the local communities with improved agricultural technologies and market access. The CF, already registered with FA, is the project owner. The CF committee is responsible for the overall relevant activities such as facilitation for reservoir and dike construction, laying of pipes and facilitation for access to market. As the committee has yet necessary capacity to take on the task effectively the project will employ 2 experienced staff to work on part time on financial management and reporting. The committee will cooperate with Kampong Speu DoWRAM to provide technical advice on reservoir and dike construction. The CF committee will enter in to contract with relevant service providers to implement the project for effective outcome. 1.2 Project goal Overall goal: To promote livelihood of local community members at Kraing Serey to be able to adapt to CC. The project s specific objective is to develop a water supply system for household and community access for domestic consumption and sanitation, and or irrigation by 335 villages, 178 women, from 64 households in Kraing Serey community. 1.3 Project outcomes Outcome 1.0: Accessibility to sufficient water is ensure for domestic use and for irrigation in both wet and dry season; and Outcome 2.0: Household income increase for 64 households from home gardening and livestock farming. Main expected outputs: Output 1.1 (Outcome 1.0): A reservoir 90m x 60m x 4 m and a 250 dike, 4 m top width, 10 m bottom width, and 2.5 maximum height are constructed and built; Output 1.2 (Outcome 1.0): A water pipe installed to bring water from the reservoir to 64 households is in place; Output 1.3 (Outcome1.0): A water management committee with clear by-law is established and functioned to manage the system effectively; Output 2.1 (Outcome 2.0): Access to sufficient water is secured for 335 villagers, 179 women, from 64 households for use in home gardening and livestock farming; and Output 2.2 (Outcome 2.0): A mechanism is in place to monitor the process and impacts of the project. 1.4 Major project activities Output 1.1(Outcome 1.0) Activities - Meeting to disseminate the plan for the construction of a reservoir and associated facility with community in Kraing Serei; - A procurement committee established to be participated by community representatives, village elders, local authority from village, commune and district level, and Mlup Baitong, to implement procedure for selection of qualified contractor; - Construction of a reservoir, 90m x 60m x 4m; and - Building a 250m dike, 4 m top width, 10 m bottom width, and 2.5 m height, with a culvert. Output 1.2 (Outcome 1.0) Activities - Construction of a water distribution pipe; - Prepare the track for 3,200m primary water pipe, 1,200m at 90mm, 900m at 60mm, and 1,100m at 49mm; - Laying 3,200m primary water pipe, 1,200m at 90mm, 900m at 60mm, and 1,100m at 49mm; and - Coordinate with households for connection to the pipe. Output 1.3 (Outcome 1.0) Activities - Meeting with community to define criteria and establish sub-committee for monitoring of the construction and household connection; - Develop by-law for water management in consultation with community; - Disseminate the by-law on water supply management; - Provision of training for the community committee on o Management of the water supply system; o Financial management; and o Report writing; and - Launching the water supply system. Output 2.1 (Outcome 2.0) Activities - Meeting to disseminate with the community on water utilization, home gardening and livestock farming; - Provision of training on livestock and crop farming; - Provision of fund to the existing
