Ninh So is a suburb commune in the north of Thuong Tin district, Ha Tay province (Ha Noi now). This commune has 1,925 households with 7,780 people. Ninh So has two main occupations, agriculture and making traditional knitted bamboo handicrafts for export. Because of this, most of the power is used for daily life, production and public lighting. Using public lighting power is not economical and effective now. The problems are: 1. Street lighting: always in damaged situation, many blowed bulbs, high expense of repairing. Electrical consumption is 3,000 kW-h per month. 2. Public place lighting: illuminated quality is not ensured, high expense of changing blowed bulbs. 3. Household lighting: inhabitants are deficient in knowledge of using bulbs and equipments that are saving power. In most households, lighting system is not good enough. Causes of the problems above: 1. The authorities, officers and inhabitants lack technical ability and financial capacity in management, operation and maintenance of the lighting system 2. Limitations in knowledge and awareness of using power reasonably, economically and efficiently. Project s goal: Promoting economical and efficient use of power in public lighting as well as in household in order to reduce the greenhouse gas. Specific goal: 1. Building a presentation model for economical and efficient power use in household & public lighting in suburb commune of Ninh So. 2. Awareness raising, raising of knowledge, technical capacity for authorities and inhabitants. Project s main activities: - Building lighting presentation models in schools, inter-hamlet roads, village lanes and households. Designing, fitting up light bulbs and electrical equipments suitable for each presentation place with long life-span of bulbs, electrical saving 30%, stable lighting and up 20% lighting degree. - Training for commune leaders, electrical technicians and households about using, operating and maintaining light bulbs and electrical equipments as well as financial management in electricity consumption costs. - Constructing the management system of electricity use on streets and office buildings and financial issues in electricity consumption costs.
