The Parlatuvier Village council intends to submit a full project grant proposal to the Trinidad and Tobago GEF, SGP, UNDP Office regarding financial support to establish an eco edutainment trail from the parking area (next to main road) to the Top River Waterfall. The project intends to upgrade the existing footpath in such a way that: the already existing stream of visitors can be better managed without compromising the beauty and integrity of the river eco system; the trail serves as an educational experience for local (students, adults) and visitors alike, interpreting aspects such as the importance of butterflies and hummingbirds, organic gardening (avoidance of POPs), and the riverine eco-system. This planning grant shall assist in the following two areas: 1. While this endeavour is discussed in Parlatuvier since several years, the Village Council intends to base the full project on the formal consensus of a communal project planning meeting in October 2012. Such consensus will greatly assist to create buy-in and ownership of the future project. Furthermore, linkages to existing and planned businesses in Parlatuvier shall be discussed (such as provision of herbs and root crops from the organic garden to village restaurants or providing eco tour guiding services). 2. The planning grant shall also assist to procure technical assistance to: (a) build capacity of the PVC to write a full proposal, (b) identify organisational and leadership capacity needs, and (c) develop a draft trail design that shall be used to price implementation of the full proposal. The total budget for the planning phase is 4,545.00 USD of which 2,200.00 USD is in-kind and 2,495.00 USD is requested from the GEF, SGP, UNDP Trinidad and Tobago.
