Talas town is administrative center of Talas oblast with 35000 populations. 7000 people live in the nearest villages Koktokoy, Kokoy, Kumaryk. These settlements are sources of the so-called pendular migration. That is people go to the town in the day time and return home in the evening to their villages. Despite of Talas town status the main resources of town-dwellers income are cattle-breeding, plant cultivation, contraband petrol, cigarettes selling (because of nearby Kazakstan board), cash benefits, salary. Industry and services are developed limited scope. The main purpose of the project is propaganda of bicycle transport advantages among of rural population through development bicycle hire and repairing stations system located in the Talas town and in the nearest villages. Bicycle purchasing is expensive acquisition that is why the project facilitates access to bicycle for population with low level of income. In the course of project implementation it is intended obtaining of the following results: Ecological facilitation access to environmental clear kinds of transport for people with low level of income indirect (calculation) reduction of air pollution in the Talas town Economic It is supposed that bicycles rent allow decrease transport expenses and time of rural people coming to the town for agricultural products selling and day-work Social and cultural It is possible bicycle hire and repairing stations system allows changing of population psychology who consider as transport only cars and horses. Main actions to be undertaken by Public Foundation Talas business-incubator 1. Purchase bicycles and wheelbarrow (60 in total) 2. Organization of 2 repairing shops and 7 rental posts 3. Promotion actions (bike races, participation in holidays, exhibitions) The main project activity will take place in Talas town and its vicinity located 13 km to south from borders of state nature reserve Beshtash
