Project Description
Improve livelihood of community in drought context through rehabilitating water infrastructure is a mechanism of water resource management to promote the livelihood of community and natural resource. Based on VRA report which was conducted in October 2012 for 4 target villages in SvayTayean commune, Kampong Ro district and 4 target villages in Kampong Chamlorng commune, Svay Chrum district, Svay Rieng province by broadly participating from community people and local authority, it shows that those villages have been really facing to climate change such as temperature increased, drought and flood which badly affected to the livelihood of community people especially drought occurring frequently, causing serious water shortage from year to year. Meanwhile, natural resources were decreased as well as especially fisheries resource. In order to response to these issues, all participants have addressed that there are the existing resources in community to deal with water shortage and other resources to improve their livelihood and adapt to the prolong drought at present. To reduce the impact of climate change in all target villages, the project will rehabilitate canal and natural lake to store water for agriculture production, organize committee of water usage and management, provide training on SRI, conduct exchange visit on vegetable production, create and support saving group and hold the meeting to disseminate climate change. To implement the project effectively and efficiently, HBO will make the close cooperation with project partners including government and NGOs such as; (1) Department of Water Resources and Meteorology and District Agriculture Office. Memorandum of Understanding (MoU) on cooperation for the whole process of project implementation will be signed with key partners. The project will be integrated into CIP/CDP. Goal This project is to contribute improving community s livelihood through rehabilitating water infrastructure and strengthening capacity of saving group members to manage and use capital of community to enhance agriculture technique adapting to climate change. Objectives Objective 1: At the end of 2013, 115 families will have enough irrigation water to increase rice production from once to twice per year in order to have food security by adapting to climate change and 822 families will have good road to transport agriculture products. Objective 2: Nine saving groups (7 old and 2 new groups) will be strengthened capacity to enhance group management and operation of capital in 8 target villages of Svay Tayean commune, Kampong Ro district and Kampong Chamlong commune, Svay Chrum district, Svay Rieng province. Outputs: 1) Output 1.1: 1,450m length of canal with 6m of top width, 2m of bottom width and 2,25m depth = 13,204m3 and 1,800m of secondary canal = 3,169m3 located in Prey Steang village, SvayTayean commune, Kampong Ro district will be rehabilitated to irrigate water for 40 ha of dry season rice and 152 ha of wet season rice and 1,450 m length of road will be rehabilitated from dung canal. 2) Output 1.2: Natural pond size 50m x 40m x 2,50m located in Veal Lngoet and Tachey village, Kampong Chamlong commune, Svay Chrum district and Svay Rieng province will be rehabilitated to recover 11 ha of wet season rice. 3) Output 1.3: The committee of water management will be formed to be responsible for maintenance and arrangement of water use 4) Output 1.4: 30 families (at least 12 females) will be improved agriculture technique on SRI and other 30 families (at least 15 females) will be enhanced vegetable production technique adapting to climate change. 5) Output 2.1: 9 saving groups (7 old and 2 new groups) will be improved capacity of group management and enhancement so that they can expand their agriculture production and other small businesses through family s plan with equality and equity. 6) Output 2.2: Case study, picture and video story related to SRI technique will be produced and disseminated in the community. Main Project Activities 7) Rehabilitate 1 canal and 1 natural pond in 2 target villages 8) Form 2 committees of water management in 3 target villages 9) Train 30 families on agriculture technique on SRI and other 30 families on vegetable production adapting to climate change 10) Conduct 10 farm demonstrations 11) Conduct exchange visit on vegetable production with 30 participants 12) Form 2 saving groups and improve the capacity of management 13) Produce case study, picture and video story of SRI and disseminate them to the community. 14) Facilitate to integrate project activity into CIP and CDP.
