Mainstreaming options for adaptation to CC in local livelihood program is formulated based on VRA assessment when data on the target villages were collected and analyzed with relevant stakeholders of Chamreoun Cheat Association (CCA); VRA assessment conducted on 18th September 2011 involved 140 participants from local authority, village elders, and youth of both genders. The VRA findings show priority needs including rehabilitation of a canal to restore its holding capacity, establishment of farmer water user community, provision of SRI and composting, rehabilitation of communal ponds, repair wells, proper toilets and building kindergarten; - VRA assessment identified low awareness on CC, shortage of water for domestic use and for irrigation, lack of irrigation scheme, low rice yield, lack of improved farming techniques, and drought resistant rice seeds as major constraints facing the community; - Based on a request made by the community, CCA has identified actions to address the issues including rehabilitation of Top Pyous lake, establishment of famer water user community, provision of improved agriculture (SRI and composting), provision of rice seed, water filters, and establishment of and provision of capacity for a committee to management rice credit and water filter. Women will be particularly focus in awareness raising on CC impacts facing the communities. 1.2 Project goal To improve awareness and understanding of adaptation options and reduction of vulnerability by communities in 5 villages of Chungrouk commune, Kong Pisey district, Kampong Speu province. Specific objectives include: Objective 1: To enhance water holding capacity for irrigating 70 ha and 20 ha rice fields in wet and dry season respectively to benefit 2,774 villagers, 1,413 women, from 584 households; and Objective 2: To promote food production and supply of drinking water for 60 households in 5 villages of Chungrouk commune, Kong Pisey district, Kampong Speu province. 1.3 Project outcome Outcome 1.1 (Objective 1): Livelihood of 2,774 villagers, 1,413 women, from 584 households improved with access to sufficient water for irrigating 77 ha and 20 ha rice in wet and dry season respectively; Outcome 1.2 (Objective 1): Water user community established to maintain the communal ponds; Outcome 2.1 (Objective 2): Knowledge on SRI built among 60 households; and Outcome 2.2 (Objective 2): Access to drinking water by 60 households from water filters. 1.3 Expected outputs and major activities Output 1.1.1 (Outcome 1.1, Objective 1): A communal pond, 170m x 180m x 1.2 m, rehabilitated and able to hold water all year round. Activities - Meeting to announce the plan for communal rehabilitation with 30 participants including local community, authority and relevant agencies and make advertisement for qualified contractor; - Meeting with 40 participants to prepare for bidding through commune procurement committee; - Offering contract to winner contractor to rehabilitate communal pond; - Monitoring quality of the service; - Building inlet and pumping water from the lake with community contribution; and - Organizing event to launch the rehabilitated pond and planting trees on dike surrounding the pond and announcing the committee members. Output 1.2.1 (Outcome 1.2, Objective 1): A management committee established with 20 members, 45 % women, and received endorsement from Kampong Speu provincial DOWRAM. Activities - Discussion with water resource officials on establishment of farmer water user community and provision of capacity; - Village meeting to establish criteria and elect FWUC committee; - Development of by-law, internal rule for FWUC committee; - Request for formal recognition from Kampong Speu provincial DoWRAM; - Provision of 4 days training for 25 committee members: - 0.5 day on role, duty, and teamwork; - 1.5 days on management and water allocation; - 2 days on financial management and administration, and - Support for bi-monthly meeting of the committee. Output 2.1.1 (Outcome 2.1, Objective 2): Knowledge on improved agriculture (SRI) and selection of climate resistant rice varieties built among 60 households. Activities - Awareness raising and selection of 10 interested farmers who are volunteered to pilot drought resistant rice; - Provision of training on SRI for 60 farmers in collaboration with DoA: Soil preparation, and selection of drought resistant rice seeds and seedlings; IPM, appropriate application of manure and fertilizer and composting; Harvesting, threshing and storage. - Provision of credit of drought resistant rice to 60 households; and - Organizing a rice demonstration day with 60 project participants and 20 non-participants, and with 2 agricultural officials, and 2 CCA staff. Output 2.1.2 (Outcome 2.1, Objective 2): Rice lending and water filter management committee established. Activities - Meeting with villagers in the five villages to select 5 rice lending and water filter management committee members, 40% women; - Development of rule for provision of rice lending and water filter; - Raising awareness on role and responsibility and 2-days training on credit management; - Raising Awareness on rule for provision of seed and credit and water filter in 5 villages. Output 2.2.1 (Outcome 2.2, Objective 2): 60 households receive water filter on credit.
