A review of the environmental management system in St. Lucia to identify weaknesses and areas for NGO/CBO action, identify the operational framework for a local GEF/SGP Project Appraisal Committee (PAC) for the review and evaluation of GEF/SGP projects prior to their evaluation by the Barbados based Project Selection Committee, train NGOs/CBOs on how to write proposals for the GEF/SGP and develop terms of reference for a national UN Volunteer under a UNV/GEF-SGP/UNDP Poverty project.
