Justification The project proposal refers to the focal area Climate change . The purpose is to propose measures which will contribute for the broadening in the sphere of application of renewable energy sources and technologies, when carried out. The project strives to offer a decision for a change in the local policy, as well as a decision of a basic need the lack of enough information, and to demonstrate the practical application of energy efficiency measures which will lead to saving energy and protection of the environment. Location North Central region, Region Rousse, Municipality of Rousse Project Target Groups 1. The target groups that will benefit directly from the project teachers and students at Ruse University Angel Kanchev and its subsidiary in Silistra, potential investors, engineers and its projectors; 2. Target groups which will benefit indirectly from the project local administration, local communities, engineering and energy companies, etc. Goal and expected impacts The common goal of the project is to stimulate the sage of the Sun for the production of electrical energy in the region of Ruse through increase of the capacity and knowledge of the local specialists and citizens and change in the local policy regarding the use of renewable energy sources (RES) for the realization of higher energy efficiency on a local level and implementing specific measures by the local authorities for environmental preservation. This project proposal puts the attention on defining the technical characteristics of the photovoltaic systems and the experimental determination of the most appropriate system for the local climate conditions, implementation of educational informational campaign, initiation of the exploitation and maintenance of the photovoltaic system. Objectives and expected results - Construction of a demonstrational center with photovoltaic systems and installed photovoltaic installation with power 2 kW.; - Created and functioning database with the energy produced from the demonstrational photovoltaic system and the functioning photovoltaic systems in the region of Ruse; - Creation of a database for the parameters of the solar radiation on the region of Ruse; - Development, printing and distribution of a textbook Photovoltaic sources and technologies ; - Submission of a proposal in the Municipal council of Ruse for signing the Covenant of Mayors by the Mayor of Ruse Municipality; - Submission of a proposal in the Municipal council of Ruse to begin a procedure for concession of the roofs of buildings public municipal property (schools, kinder gardens, municipal buildings) for the construction of photovoltaic installations for the production of electric energy; - Set up of a regional Danube cluster for the producers, importers and users of photovoltaic systems and other RES. Major activities - Meetings of the project management team; - Internal evaluation and control of the implementation of the project; - Conducting interviews in the beginning and end of the project regarding the information that the target groups have; - Projecting of different fragments from the demonstration photovoltaic systems; - Delivery, installation and start of the functioning of the projected demonstrational photovoltaic modules; - Delivery of technology for monitoring and reporting 2 laptops; - Creation of a functioning database for the produced electric energy from the demonstration photovoltaic system, meteorological parameters and intensity of the solar radiation for a certain period of time, through specialized software; - Preparation of report for the actual productivity of the demonstrational photovoltaic system; - Work on a comparative analysis for a certain period of time of the energy produced from the demonstrational photovoltaic system and from the already functioning different types of photovoltaic plants in the region of Ruse; - Educational activities for students and educational and information activities for teachers, municipal counselors, representatives of the local administration, businesses, and other stakeholders organizing presentations, seminars and round tables; - Creation of a network of stakeholders from the businesses, local administration, teachers and students for combined efforts on application of measures for the increase in energy efficiency on a local level and transfer of good practices from previous projects; - Creation of a textbook Photovoltaic sources and technologies and development of informational materials; - Creation of a web page of the project and publishing of current information for the project and the results achieved; - Submission of a proposal in the Municipal council of Ruse for signing the Covenant of Mayors by the Mayor of Ruse Municipality; - Submission of a proposal in the Municipal council of Ruse to begin a procedure for concession of the roofs of buildings public municipal property (schools, kinder gardens, municipal buildings) for the construction of photovoltaic installations for the production of electric energy; - Set up of a regional Danube cluster for the producers, importers and users of photovoltaic systems and other RES. Sustainability The financial sustainability is consistent with the information-educational type of the project. The planned amount of 39 000 BGN is sufficient for the activities planned as part of the project.
