This project application seeks funds to start project operations for the first year, with projected estimates for the next four years. This will include: Payment of personal services and related costs, purchase of materials and supplies, training, public education, collection and sharing of data with other sites, conduct of sea turtle watches including tours and the collection of fees and charges for services. The project will be managed by a Board of Directors (7) comprised of three Members of Lands, Inc two from the La Plaine Village Council, one from the Division of Forestry and Wildlife and one person selected from the La Plaine community. After the first year, is viewed to become partially self sufficient from income generated by collecting fees and charges. Fund raising, Contributions and donations will also be sought for expansions to operations to engage in the erection of a structure, creation of a hatchery, sea water pond, and purchase of a vehicle. Fees and charges shall be collected by the project from persons entering Boute Sabre for the purpose of sea turtle watches and tours or visiting the Sea Turtle Observatory. The concept of the observatory, that is, the erection of a structure for operation, is considered a future expansion of the regular on going program. A sea turtle program will be embarked on whether or not the expanded concept of an observatory is undertaken. Surplus funds will be channeled towards program sustainability, enhancement and community development targeted towards poverty alleviation. Annual Budgets shall be prepared and annual general meetings shall be convened on the results of operations. The initial plan is structured with a 5 year projection.
