Project Description
The VRA was conducted by AEC at Trapaing Chan village, Boribo district, Kampong Chhnang province. The assessment involved 44participants, 22 women, including village and commune officials, and villagers from Kandal, Sanlong, and Trapaing Chan villages, Trapaing Chan commune, Boribor district, Kampong Chhnang province. Analysis of vulnerability of the 3 villages revealed that water shortage for wet season rice irrigation is the major issue for the area rendering them with low rice production, and thus food shortage becomes the norm. The participants in the VRA have defined strategy to address the issue through ensuring water availability for sufficient irrigation in the wet season with the following expected outcomes: Outcome 1: Existing irrigation scheme at Trapaing Chan village, Boribor district, rehabilitated and repaired with the participation of local authority and relevant sectoral departments to benefit 3,803 villagers, 1,775 women, from 818 households in Kandal, Sanlong, and Trapaing Tachan villages, Trapaing Tachan commune; Outcome 2: Savings made by villagers in the 3 target villages to buy rice seed to produce more food to cope with CC; and Outcome 3: Awareness and understanding of CC related natural disasters gained by 3,803 villagers, 1,775 women, from 818 households in Trapaing Tachan commune, and also public at large in Kampong Chhnang province, so that they can prepare for and mitigate impacts thereof. 1.2 Project goal To improve livelihood of local people in the target area in the face of vulnerability to CC through improvement of access to water for irrigation. 1.3 Project outcome Outcome 1: Existing irrigation scheme at Trapaing Chan village, Boribor district, rehabilitated and repaired with the participation of local authority and relevant sectoral departments to benefit 3,803 villagers, 1,775 women, from 818 households in Kandal, Sanlong, and Trapaing Tachan villages, Trapaing Tachan commune; Outcome 2: Savings made by villagers in the 3 target villages to buy rice seed to produce more food to cope with CC; and Outcome 3: Awareness and understanding of CC related natural disasters gained by 3,803 villagers, 1,775 women, from 818 households in Trapaing Tachan commune, and also public at large in Kampong Chhnang province, so that they can prepare for and mitigate impacts thereof. 1.3 Expected outputs Output 1.1 (Outcome 1): A dike rehabilitated with 2 ring culverts, 1 box culvert, and 1 sluice gate, at Trapaing Tachan commune with capacity to fully irrigate 272 ha rice field, an increase from current capacity to irrigate only 50 ha and partially another 100ha; Output 1.2 (Outcome 1): A water management committee established to manage water allocation in the three villages in coordination with local authority and DoWRAM; Output 2.1 (Outcome 2): A by-law developed and saving group management committee established in the 3 villages with the participation of local authority; Output 3.1 (Outcome 3): Awareness and understanding gained among 3,803 villagers, 1,775 women, from 818 households in the 3 villages, on causes and impacts of global and local CCs as well as the method for mitigation and adaptation to CC; and Output 3.2 (Outcome 3): An assessment made to explore local understanding on preparedness for disaster risk and local capacity to adapt to CC. 1.4 Major activities of the project Output 1.1 (Outcome 1) Activities - eeting in the three villages in coordination with DoWRAM to disseminate information on project implementation; - dvertisement for bidding to select a contractor for rehabilitation and installation of a dike, 2 ring culvert, 1 box culvert, and a sluice gate in coordination with commune procurement committee; - Development of contract with the winning contractor; - Rehabilitation of a 605m dike, 12 m bottom width, 4 m top width, and 1.7 m height, in Kandal, Sanlang, and Trapaing Tachan villages; - Building 2 ring culverts, ( 1m, 8 meters long), in Kandal and Sanlong villages; - Building a sluice gate 15m x 2m, 2.5m high, in Sanlong village; - Building a box culvert, 4.5m x 1.5m x 2m in Sanlong village; and - Evaluation and transferring the scheme to local authority with the participation of district official, DoWRAM, and local villagers from the 3 villages. Output 1.2 (Outcome 1) Activities - Meeting to raise awareness on the importance for rehabilitation of the dike, the procedure for establishment of water management committee, and process for development of criteria for selection of members to the water management committee in collaboration of the DoWRAM, and commune authority; - Development of village water user groups to register owner of land within the coverage of the irrigation scheme and develop appropriate documentation in collaboration with commune authority and DoWRAM; - Organizing an election of water management committee, women 40%, with the collaboration of the commune authority and DoWRAM; - Meeting to develop a by-law for the water management committee with the participation of commune authority and DoWRAM; - Meeting to disseminate the by-law with the participation of commune authority and DoWRAM; - Applying for formal registration with DoWRAM and MoWRAM in collaboration with the commune authority and DoWRAM; and - Provision of training on management and maintenance of the irrigation scheme facilitated by DoWRAM.
