Strengthening of State Action Plans on Climate Change (SAPCC)


Government of India has made significant progress with respect to formulation of multi-pronged, long term and integrated strategy for climate change, achieving the key goals in the context of mitigation and adaptation. Government of India released the National Action Plan on Climate Change (NAPCC) in 2008 with eight missions in specific areas of energy, habitat, water, sustaining Himalayan ecosystem, forestry, agriculture and strengthening the scientific knowledge on climate change. Subsequently, all States/Union Territories have also prepared the State Action Plan on Climate Change (SAPCC), to address state specific issues on climate change. Formulation of SAPCCs has been an important milestone in developing domestic policies around climate change in India. Considering the evolving context of climate policy and climate science, both nationally and internationally, - SAPCCs need to be revised and strengthened further.

The Indo-German Environment Programme in Rural Areas (IGEP-RA) has been providing support both, at the national Level and at the sub-national level in almost all the key aspects of addressing climate change such as SAPCC development & implementation support; creating enabling conditions for accessing & mobilzing climate finance; capacity building and knowledge management.

GIZ proposed to engage a consortium of agencies and experts from India and Germany/Europe to accomplish the following main objectives:

  • Review of SAPCCs against identified components: The review process will analyse SAPCCs from the CCA-RAI project partner States of Himachal Pradesh, Punjab, Tamil Nadu, Telangana and CCA-NER project partner States of Nagaland, Mizoram, Sikkim against common parameters like:
    • Climate projections, impact and vulnerbaility assessment
    • Identifying and prioritsing evidence based adaptation and mitigation actions
    • Synergies with national and international climate policy and targets like NDC and SDGs
    • Linkages with the newly emerged policies/ plans/ schemes at state and central level; (sectoral plans and policies) integration into planning process
    • Financing adaptation and mitigation actions with focus on better understaing of fianncing needs, assessing financing gaps and sources of funding
    • Institutional mechanism for capacity building
    • Institutional mechnism for implemention including multistakeholder participation
    • Monitoring & evaluation of envisaged objectives, relevant indicators and reporting systems
    • The components are indicative and need to be finalised in consultation with key stakeholders.
  • Revision of SAPCC: The revision process will use review outcome as a reference document and strengthen SAPCC docusments accordingly withspecial emphasis on linkages between SAPCC and NDCs.
