Under the Indo German Bilateral Development Cooperation, the focal areas currently are:

• Energy;
• Environment and Management of Natural Resources; and
• Sustainable Urban and Industrial Development

The Ministry of Housing and Urban Affairs, Government of India, and GIZ India are jointly implementing the “Sustainable Urban Development - Smart Cities” (SUD-SC) project. The project supports the National Ministry and the State Governments (Odisha, Tamil Nadu, and Kerala) in the policy formulation on housing for all, basic services, planning framework, and monitoring of the Sustainable Development Goals (SDGs). It also supports the three select Smart Cities (Bhubaneswar, Coimbatore, and Kochi) in implementing concepts of integrated spatial urban development planning.

SUD-SC aims at supporting Government of Odisha in development of new integrated property valuation mechanism for Select Municipal Corporations of Odisha and in specific to Bhubaneswar. Under the support project aims to leverage digital solutions in property mapping, for a pilot area, through geo-spatial technologies available. It is further envisaged that the programme will support government of Odisha in rolling out of Property tax reforms in one city through continuous engagement.

In this context, GIZ plans to engage a competent Advisory firm to provide technical support to Government of Odisha in “Assessment and Formulation of strategies to augment Own Source Revenue Structures in Municipal Corporations of Odisha” .

The objectives of this assignment are to:

• Provide technical support in formulation of integrated property tax valuation mechanism,
• Handhold partner organizations
• Build the capacity of partner institutions
