Background
Water Security and Climate Adaptation in Rural India (WASCA) has broad objective “Water resource management is enhanced through an integrated approach at national, state and local level with regards to water security and climate adaptation in rural areas.” The project is jointly implementing by the MoRD, GoI and Ministry of Jal Shakti (MoJS) through its NWM and the GIZ. The project has key outputs:

• Improved convergence of existing planning and financing approaches to strengthen water security
• Demonstration of convergent planning, financing and implementation at local level
• Cooperation with the private sector

Objective
The project has demonstration locations to generated knowledge and learnings are embedded at the national level in the states of Madhya Pradesh, Rajasthan and Tamil Nadu. An agency is required to facilitate planning process using Hydrological & Geo-informatic Tools at District/Catchment, State and National level for Development of IWRM Plans in the states of MP, Rajasthan and Tamil Nadu.

Scope of the assignment:

• To localize IWRM planning process using Hydrological & GIS Tools at District level
• To develop geo-informatic tools for assessment and planning decisions
• Capacity development of state level partners and stakeholders
• To develop inputs for developing “Digital Decision Support System for IWRM”

Tasks
Specifically, the assignment consists of five interlinking tasks and respective deliverables:

• Developing framework for assessment on Non-spatial, spatial and temporal aspects of the identified locations
• Developing guidebook for IWRM plan preparation using Geo-informatic Tools
• Developing framework for synthesizing the assessment outputs for driving thrust areas & planning framework for implementation level for IWRM
• Handholding support/inputs to agencies engaged for baseline assessment, IWRM plan preparation & development of “Digital Decision Support System for IWRM”
