Under the Indo German Bilateral Development Cooperation, in the field of environment, GIZ is providing technical cooperation under the “Land Use Planning and Management (LUPM)” project to the identified partner departments at central, state, district and local levels, on various identified (tentatively identified as on date) demonstration areas in the State of Odisha and Tamil Nadu. Department of Land Resources (DoLR), Ministry of Rural Development (MoRD) is the national partner to GIZ for facilitating ministerial coordination at nation level and providing national platform for replication or upscaling or peer learning from state to state. Department of “Planning, Development and Special Initiatives (P&D)” in Tamil Nadu and “Department of Housing and Urban Development (H&UD)” and “Department of Revenue and Disaster Management (R&DM)” in Odisha are the State level partners to GIZ for implementation of the state level works.

The objective of the consultancy services is to provide graphical services to the Land Use Planning and Management (LUPM) project to achieve the targeted objectives, milestones and results. The consultant advices the GIZ team and supports the preparation of working group meetings on land use policies and planning norms by

1. creating schematic maps and graphics for the major zones in Tamil Nadu and Odisha at state, district an local level;
2. preparing spatial analysis for prioritizing zones and future development areas;
3. translating draft policies and schemes into maps, spatial plans and diagrams;
4. documenting the process of analysis and map creation;
5. Assisting GIZ team, state partners and consultants in mapping and graphical visualization.

The consultant must be able to prepare creative and clear maps and diagrams, which are easy to understand. The consultant should take note of the limited availability spatial data/base map. Therefore, other skills such as satellite image analysis (open data) and other forms of primary data collection are required
